Thuy is severely mentally disabled. He is unable to learn or even take care of himself. He has a younger brother still living at home with the same disability. The Veterans Association of Vietnam compiles a war history of families with multiple disabled children to determine if either the father or mother served in an area of heavy Agent Orange spraying. His father, a fisherman who works near the port city of Hai Phong, served in Quang Tri Province along the Demilitarized Zone for eight years. It is estimated around 20 million gallons of Agent Orange was sprayed throughout southern Vietnam with Quang Tri Province being one of the most heavily sprayed areas. The Vietnamese government says the fact that the men and women who have multiple disabled children served in these areas prove the cause and effect of Agent Orange, but the U.S. government does not accept these findings as being scientifically based.
